Does it sound like my beta might have fin rot?

His tail is turning kind of a waxy white in areas. None of it has broken or flaked off yet, but what could be causing it to turn white? What treatments should I use? I clean his tank every other week and he eats pellets and blood worms so I'm not sure what to do.
