Why are my dog's ears dirty?

My dog's ears are super dirty. I clean them out every other day and retrieve a dark reddish-brown waxy substance. When I first got him a coupld months ago, I cleaned out 32 Q-tips worth of gunk. They also smell and they sound like they have liquid in them. He does scratch them and it doesn't seem to bother him.
